The Canadian Trade Commissioner Service (TCS) and Government of Alberta (GoA), in partnership with the CNPC-Alberta Petroleum Centre (CAPC) and Canada China Business Council (CCBC), held the fourth session in the Greater China Network Cleantech virtual series on Tuesday, November 3, 2020, 5:00 pm – 6:30 pm MST / Wednesday, November 4, 2020, 8:00 am – 9:30 am Beijing Time.

China’s oil and gas sector is enormous, yet is under increasing pressure to expand further. BP’s latest statistical review of world energy outlines that China had 26.2 billion barrels of proven oil reserves at the end of 2019, representing just over 30 months of domestic consumption. As China’s rapidly growing consumption patterns hit a new record high of more than 14.1 million barrels per day in 2019, and the dependency rate on imported oil and gas reached 70.8% and 43% respectively, the Chinese government has consistently stressed the immediate need to increase domestic exploration and production.

 

At the same time, China is working hard to improve the environmental performance of its domestic energy sector and realize significant efficiency gains. With President XI’s commitment of carbon neutral target by 2060, China is committed to leading the global transition to a lower-carbon economy and is aiming to optimize its energy mix, improve the environmental performance of industry, and increase efficiency via new investments in infrastructure.

 

Canadian firms are well-positioned to support China’s long-term energy objectives across all facets of the oil and gas sector, including increased bilateral trade and investment in energy products, technology and services, and expertise. Technologies and services that reduce the energy and water intensity of resource extraction, provide soil & water treatment solutions and GHG emission-related technologies are all being sought by all players in China’s domestic industry.

 

In addition to cooperation in the Chinese market, as Chinese energy firms continue to expand their international operations, there will be more opportunities for Canadian and Chinese firms to advance projects in third markets. Currently Chinese firms operate roughly 210 oil and gas projects outside of China.

Expert for Environmental & Ecological Emergency Response, Ministry of Ecological Environment of the People’s Republic of China. Senior Technological Expert of China National Petroleum Corporation (CNPC), Committee member of ISO/TC265 for the quantification and verification of carbon capture, transport and storage. Dr. LI has been engaged in the research of pollution reduction and low carbon technology in the past 20 years with major focus on investigation and remediation of hydrocarbon-contaminated sites, capture and storage of greenhouse gas, and ecological production and restoration in the oil and gas industry. Dr. LI was the principle investigator for over 60 national-level, and CNPC-level projects regarding environmental research, consultation and planning, and published over 60 peer-reviewed articles, and 6 books. He has won 26 awards with 14 provincial level awards.

 

CNPC Research Institute of Safety and Environmental Technology
CNPC Research Institute of Safety and Environmental Technology was established in 2008 to:

  • undertake research on safety and environmental policies, regulations, strategic planning and standards; HSE management system for new builds and acquired projects;
  • provide technical support for emergencies and accidents investigation & analysis;
  • conduct basic, advanced, and major safety and environmental protection technology research;
  • applied technology research and new technology promotion;
  • HSE information management, HSE evaluation, audit, certification, consulting and other technical services;
  • international exchange and services.

Currently there are 16 safety, environmental protection and occupational health institutions located within CNPC Research Institute of Safety and Environmental Technology.

Mr. GAO Jie is the Secretary-General of Zhongguancun Zhongxin Soil Remediation Industry Technology Innovation Alliance (CSER), and the Special Lecturer of Tianjin University’s Environmental Industry Leadership Class. For the past decade, he has focused on setting up environmental protection and soil remediation industry platforms, and is committed to establishing the China’s largest “soil hospital” think tank platform to provide solutions for various soil improvement and remediation challenges. Currently, the platform has 152 members and 85 industry experts, CSER’s business scope specialized in three areas: farmland soil improvement and restoration, industrial site and groundwater restoration, mining area ecological restoration.

Zhongguancun Zhongxin Soil Remediation Industry Technology Innovation Alliance (CSER), jointly initiated by 30+ influential and representative enterprises and institutions in the industry, is committed to building an authoritative think tank organization for the soil and groundwater remediation industry, and platforms for industrial technology incubation and achievement exchange. Director, Shale Gas Branch of Chongqing Institute of Geology and Mineral Resources
Chairman, Schlumberger Zhongyu Shale Gas Technical Service (Chongqing) Co., Ltd Deputy Director, Ministry’s Key Laboratory

 

Born in July 1976 and an engineer, Mr. ZHANG Ye has rich experience in oil and gas field development and research. In recent years, he has won 12 provincial and ministerial awards, published 78 academic papers, obtained 22 national authorized patents, participated in the compilation of 4 monographs, 4 corporate standards, and 1 Chongqing local standard.

 

Shale Gas Branch of Chongqing Institute of Geology and Mineral Resources
Established in 1953, Chongqing Research Institute of Geology and Mineral Resources is a R&D body and think-tank under the Chongqing Planning and Natural Resources Commission. The Institute has responsibilities in basic geological survey, mineral exploration and construction, geological disaster prevention, environmental pollution control, etc. The research institute has 6 national-level shale gas scientific research platforms, which can carry out work such as rock physics, geochemistry, rock mechanics, well material testing, oil field chemistry, field micro-seismic monitoring, etc.

 

The Shale Gas Branch was established in 2014 and its main research direction include selection and exploration of shale gas and coalbed methane, shale gas reservoir geology and detection technology and environmental protection of the shale gas industry.
